Port Moresby, Papua New Guinea – 27th January 2026
The Securities Commission of Papua New Guinea (SCPNGSCPNG Securities Commission of Papua New Guinea) is pleased to announce the official launch of the Licensing Module of its new Centurion Enterprise System, marking a first major milestone in the SCPNG’s digital transformation journey.
The new Centurion Enterprise System is designed as an integrated digital platform encompassing all core functions of SCPNG. Licensing of capital market participants is SCPNG’s key mandate and accordingly the Licensing Module is the first module developed in the new Centurion Enterprise System.
Importantly, the core Licensing Module now establishes a secure and scalable foundation to support future system enhancements, including additional modules, advanced data analytics, and regulatory reforms aimed at strengthening market integrity and investor protection. Upon completion of all the planned modules, SCPNG will operate as a fully digitised government regulatory agency, strengthening efficiency, transparency, and regulatory effectiveness across PNGPNG Papua New Guinea’s capital markets.
This critical project is fully funded by the Government of Papua New Guinea through the Public Investment Program (PIP), administered by the Department of Treasury, the Department of National Planning & Monitoring, and the Department of Finance. SCPNG acknowledges and appreciates the Marape Rosso Government’s continued support as well as Minister Richard Maru’s unwavering leadership in strengthening capital market infrastructure and regulatory capability.
Development of the Centurion Enterprise System formally commenced in 2023 under the stewardship of the current Acting Chief Executive Officer, Mr. James Joshua, and was developed as part of SCPNG’s strategic objective to modernise regulatory processes and enhance market oversight through technology. The project concept was developed in 2022 and was the brainchild of the former Acting Chairman, Mr. Robert Salmon Minak.
From a regulatory perspective, the Licensing Module has been tailored to align with PNG’s securities and other regulatory legislation and is also geared to rectify any gaps in market entry, fit and proper regulatory requirements. The Module is developed with understanding of the global capital market requirements as well as a deep understanding and experience of the securities and regulatory laws in PNG.
The Licensing Module represents a significant advancement in the automation and digitalisation of licensing and onboarding processes for capital market participants in Papua New Guinea. The Licensing Module enhances operational efficiency in licensing process, while reducing manual processes and improving turnaround times. The Module now ensures that there is a central data depository for all license holders, ensuring that there will now be integrity of data both historical, current and future capital market participants.
The Centurion Enterprise System was designed, supervised and developed locally by the SCPNG team in collaboration with a European software development company based in Estonia ensuring highest of standards and integrity of the system. The global markets can now have confidence that PNG has a robust digital licensing system that strengthens market integrity and protects all investors and stakeholders.
NOTICE TO CAPITAL MARKET LICENSE HOLDERS
In conjunction with the launch of the Licensing Module, the Securities Commission of Papua New Guinea hereby calls upon all Capital Market License Holders with expired licences to immediately liaise with the Commission to renew their licenses.
The Commission grants a thirty (30) day grace period, effective from the date of this announcement, for all entities with expired licences to show cause and take the necessary steps to renew their licences in accordance with applicable regulatory requirements.
Upon expiry of the grace period:
  • The Commission will publish a formal public notice listing Capital Market License Holders and the status of their respective licences.
  • Reactive supervisory and enforcement actions will commence against entities operating without a valid capital market licence.
The Commission emphasises that operating in the capital market without a valid licence constitutes a breach of Papua New Guinea’s securities laws and may result in regulatory and enforcement action.
SCPNG remains committed to ensuring a fair, transparent, and orderly capital market for the benefit of all investors and encourages all market participants to engage proactively with the Commission during this transition.
The Centurion Enterprise System will continue to be rolled out in phases, forming a core pillar of SCPNG’s broader digital transformation agenda and long-term regulatory strategy.
